I-CAN meet the following criteria established by representatives of insulation victim support groups involved in legal proceedings who have carried out their own research to establish the criteria required to be met by a competent organization to carry out independent third-party impartial investigations including, but not limited, to:

  1. The chosen organisation must have a proven track record of working with related professional organisations to aid the victims of unscrupulous insulation practices and to increase industry standards
  2. The chosen organisation/investigator must not be linked to a company paid by any of the parties (manufacturer/system designer, installer, surveyors, technical monitoring organisations, etc) to the Contract which could undermine the findings
  3. They must not be a related trade body organisation
  4. They must not be a member or an associated member of a trade body organisation linked to the project or share industry directors
  5. They must not be an organisation or employ surveyors who in the past were responsible for incorrectly advising homeowners that their properties were suitable to receive inappropriate insulation measures
  6. They must employ a Chartered Building Engineer with a proven track record of experience of system design, specification and installation requirements
  7. They must possess specialist knowledge of non-traditional housing and insulation defects investigations concerning cavity wall insulation (CWI) and external wall insulation (EWI) systems and hybrids consisting of both systems
  8. They must have significant experience in conducting investigations concerning damp and consequent mould, cracking in render finishes and detachment of external wall insulation (EWI) systems from high-rise multi-storey tower blocks
  9. They must have significant experience of full-scale fire requirements relating to external wall insulation (EWI) cladding systems for use on domestic housing, and low, medium and high-rise multi-storey tower blocks including overseeing the correct installation of fire barriers
  10. They must have specialist knowledge to carry out reviews of specifications for compliance with quality standards
  11. They must possess specialist knowledge to carry out detailed on-site surveys of installations for compliance with quality standards
  12. They must have significant “hands-on” experience of technical monitoring throughout the works including cavity wall insulation extraction and external wall insulation remediation
  13. They must possess current relevant Professional Indemnity Insurance (PII) cover
  14. They must take customer complaints seriously and provide the complainant with fully detailed professional technical reports identifying the root cause of the problems in a timely manner
  15. They must treat all information provided by the complainant as strictly confidential.
